The programme
Three-year multidisciplinary social-science BA: political science, economics, history, sociology, law, with a chosen major (e.g. Politics & Government) from Year 2 and the entire third year abroad at a partner university. Reims hosts the largest English-speaking undergraduate campus. QS #2 worldwide in Politics (university level). The closest continental analogue to Oxford PPE in prestige-per-subject.
Degree
Bachelor of Arts, conferring the French grade de licence. Standard springboard to Sciences Po's own master's schools (PSIA, School of Public Affairs) — where most students continue.
Alumni
One of the densest political alumni networks in the world: Emmanuel Macron, François Hollande, Jacques Chirac and François Mitterrand all trained at Sciences Po; former UN Secretary-General Boutros Boutros-Ghali also studied there. The network extends deep into diplomacy, international organisations, and French/European business.
Fit notes
Structured campus-bubble environment suits his profile; French daily life is the friction cost. Strongest brand-to-narrative match for a policy career with Indonesia return.

Four-year English-medium degree at Waseda's flagship school. EDESSA = Economics, Degree in English, Sustainability, Society-focused curriculum combining political science, economics, and quantitative methods (game theory, statistics, econometrics track options). September entry only for the English programme. No Japanese required to enrol — but his JLPT track (N3 by mid-2027) becomes a major employability and selection asset in Japan.

BA in Political Science and Economics. Strong feeder to Japanese and international graduate schools, Japanese ministries, and global firms recruiting in Tokyo.
Alumni
Waseda has produced more Japanese prime ministers than nearly any other university; SPSE specifically educated several, including Yoshihiko Noda verify. Tadashi Yanai, founder of Fast Retailing (UNIQLO) — Asia's most valuable apparel company — studied at SPSE verify. Novelist Haruki Murakami is a Waseda graduate (Letters). The SPSE network dominates Japanese politics, media, and corporate leadership.

Politics + economics content is a legitimate PPE-adjacent degree. Screening is holistic with the Statement of Purpose explicitly the highest-weight document — this favours his argumentation strength over his transcript risk. Admits on predicted grades.
UUNo. 03 / 05Utrecht University — BSc Philosophy, Politics and EconomicsReach (selective)
The programme
Three-year, small-scale (max 75 students/year — smallest PPE in NL), taught in one building at International Campus Utrecht. The only PPE in the world with History as a fourth integrated discipline. Strong interdisciplinary training with jointly-taught courses; rated #1 programme by students in the Dutch university guide 2025–26.
Degree
BSc. Graduates typically continue to research master's in economics, political science, philosophy, or public policy across Europe.
Alumni
Programme is young (first cohorts late 2010s verify exact year) — no famous programme alumni yet; graduates route into Dutch ministries, EU institutions, consulting, and graduate schools. Utrecht University itself is the Netherlands' highest-volume research university with multiple Nobel laureates historically associated.
Fit notes
Most authentic PPE degree on the list; the History component matches his debate/argumentation profile. English everywhere; large Indonesian diaspora in NL. One structural warning: admission is judged on achieved grades only — his DP1 transcript carries full weight. Housing must be secured months ahead (Dutch shortage).

Programme founded mid-2010s verify — young alumni base in early careers across Dutch/EU policy and business. VU's wider alumni network is strong in Dutch public life.
Fit notes
Substantively similar to Utrecht but bigger city, worse housing market, less cohort structure. Its unique strategic value: 1 April deadline + ~4-week decision — it can be filed in February 2028 only if January outcomes look shaky, at zero cost to the January workload.
WSNo. 04 / 05Waseda SILS — BA International Liberal StudiesSafety + early-offer asset
The programme
Four-year English-medium liberal arts degree: politics, economics, culture, communication with wide elective freedom and a study-abroad option. ~150 September-entry admits, ~70 via Early Decision (non-binding on other applications per current guide language — verify each cycle). Explicitly no minimum GPA or test scores to apply.
Degree
BA in International Liberal Studies. Broader and less specialised than SPSE — the trade-off for its accessibility.
Alumni
School founded 2004; alumni are mid-career across global companies, media, and international organisations — no marquee names yet, but full access to the wider Waseda network.
Fit notes
Confirmed safety in the existing plan. Its Early Decision round is potentially the only unconditional acceptance obtainable before February 2028 — which would materially de-risk the family's sequencing. Verify ED dates the day the Sept 2028 guide publishes (~late Aug 2027).

Observations
- Tokyo is the cheapest path even over four years. Waseda's all-in total undercuts every European option by ~Rp 300–600 jt.
- The European three cluster tightly (Rp 1,55–1,95 miliar all-in); the choice between them is not financial.
- A 3-year European degree implies a master's later; a 4-year Japanese BA delays that spend. Compare on total-to-career, not just BA cost.
Budget-planning cautions
- All liabilities are in EUR/GBP/JPY against IDR income. ~5%/yr IDR depreciation adds ≈ Rp 150–400 jt over a degree, program-dependent.
- Dutch housing scarcity can force expensive private rentals — budget the top of the living range for NL.
- Waseda SPSE tuition figure (≈¥1.06 M/yr) is from a secondary source — confirm on the official SPSE tuition page; SILS ¥1.419 M/yr is closer to verified.
- Fees rise annually at all six institutions; totals here are floors, not ceilings.

Aligned with the existing master plan (math remediation, JLPT track, Oxford/UCAS layer). Admissions-prep items for these six programmes are integrated, front-loaded to protect the January 2028 corridor.

Living Environment, Living Cost & Part-Time Work
Four cities across the five programmes. Living costs are monthly all-in estimates (housing + food + transport + misc) in juta Rp at July 2026 rates. Work-rights rules are current as of mid-2026 — immigration rules change; verify each before relying on them. Framing note: part-time income should be treated as pocket money and language/integration practice, never as a funding pillar — his academic load (and the master plan) comes first.
Environment: small, safe, cheap champagne-region city; deliberate campus bubble with a tight international cohort; Paris 45 min by TGV. Weakest Indonesian community of the seven cities; daily life runs in French — a real third-language load on top of JLPT, or a growth opportunity, depending on him.
Living cost: ≈ Rp 17–21 jt/month (€850–1.050). Sciences Po housing partnerships reduce the search problem.
Part-time work: student residence permit allows ≈ 964 hours/year (~20 hrs/wk). Practical catch: most casual jobs require working French; realistic options in Y1 are campus jobs and English tutoring.
Environment: quintessential student city, bike-everywhere, safe; English works for everything; PPE cohort concentrated in one building. Large Indonesian diaspora in NL with active PPI chapter and familiar food. The one serious negative: severe student-housing shortage — room must be secured months ahead (a parent-managed task, given his organizational profile).
Living cost: ≈ Rp 21–27 jt/month (€1.050–1.300), housing-dependent.
Part-time work: non-EU students limited to 16 hrs/wk (or full-time in summer instead), and the employer must obtain a work permit (TWV) — many won't bother; working also triggers Dutch health-insurance obligations. In practice the hardest place of the seven to earn on the side.
Environment: big, international, most distractions; VU campus sits in the Zuidas business district rather than a student quarter. Same Indonesian-community and English advantages as Utrecht; worst housing market in the Netherlands.
Living cost: ≈ Rp 24–29 jt/month (€1.150–1.400).
Part-time work: identical Dutch rules — 16 hrs/wk + employer TWV permit. Same practical difficulty as Utrecht.
Environment: immense but exceptionally safe and orderly; Waseda's campus neighbourhood (Takadanobaba/Nishi-Waseda) is a classic student district. Sizeable Indonesian student community (PPI Jepang) and halal infrastructure has grown substantially. His Japanese track converts directly into daily-life capability — Tokyo is where the JLPT investment pays living dividends, not just CV ones.
Living cost: ≈ Rp 11–15 jt/month (¥100.000–135.000) with student housing/dorms — the cheapest monthly cost of all seven cities. Waseda dormitory info is sent to admitted students.
Part-time work: the standard "permission to engage in other activities" allows up to 28 hrs/wk — the most generous cap of any option, with an enormous student-job market (tutoring, retail, campus work). N3-level Japanese makes him genuinely employable from Year 1.
Scholarship Options (optional upside — not load-bearing)
Tuition is family-funded by decision; these are opportunities worth the application effort, ordered roughly by value × plausibility. Each has caveats — none should alter programme choice.
Remains the central scholarship in the master plan. Wave I registration Feb 2028; conditional LoA acceptable at registration, unconditional required before departure. Open question stands: how an interdisciplinary programme maps to Garuda's subject-ranking categories.
Full or €9,500/yr tuition exemption; apply inside the admission application (tick in Financial Information section — cannot be added later, and cannot be re-requested after refusal). Combinable with external scholarships (e.g. Garuda).
Partial tuition-waiver scholarships (up to ~50–100% waiver categories) and reserved awards (~¥500,000/yr) assessed at admission for international examinees; roughly half of international students receive some support. Verify exact schemes in the 2028 guide.
